Have you build this package yourself? These files are not in the
packages that is present on the mirror:

$ wget -q http://ftp.debian.org/debian/pool/main/e/eglibc/libc-bin_2.13-16_i386.deb
$ dpkg -c libc-bin_2.13-16_i386.deb | grep svn
$
