I'm afraid that there is still an issue between tzdata and 
cdebootstrap:

# cdebootstrap --debug -v --arch=amd64 --flavour=minimal sid /mnt/ http://ftp.de.debian.org/debian

(util-linux and e2fsprogs just fail because tzdata couldn't be configured)

So it seems there still an interaction issue between cdebootstrap/ 
libdebconfclient and tzdata, at the same time debconf (and the 
installed system) can deal with it

# debootstrap --verbose --arch=amd64 --variant=minbase sid /mnt/ http://ftp.de.debian.org/debian
