Bug#627531: mishandles 'options rotate' if only one IPv6 nameserver is given

Hi,

this may be a duplicate of #593571, and I am not in the situation to
test the patch given in #593571 at the moment due to time constraints,
but I'll file it separately since it is easier to merge than to split ;)

Steps to reproduce:
  - in /etc/resolv.conf
    - set "options rotate"
    - set a single nameserver with an IPv6 address
    - do not set nameservers with IPv4 addresses
    - set "search zugschlus.de"
  - ping6 torres
  - ping6 torres.zugschlus.de

Expected behavior:
  - clean ping to 2a01:238:4071:3201::1

What's happening:
  - both ping6 commands result in "unknown host"
  - with "ping6 torres" no DNS query can be seen going out to the DNS
    server
  - with "ping6 torres.zugschlus.de", a DNS query for
    "torres.zugschlus.de.zugschlus.de" goes out and is answered with
    NXDOMAIN
