Bug#626457: libc6 doesn't include lib64 symlink on amd64

The 2.13-3 version of libc6 doesn't include the lib64 symlink (in root and in /usr), thus making the system unusable (and blocking dpkg in the middle of operations).
Restoring the symlink solve the problem.
