What needs to happen is mainly to have upstream to care about locales,
and it is exactly why this patches have been added to Debian, and why at
some points we had some locales in belocs-locales.
Things might have changes slightly, and we can also now send patches to
eglibc instead of glibc. That said, a big part of this patches are
needed due to the changes we have done to the locales, so they do not
make a lot of sense as a standalone series.
