when i want to reconfigure locales by setting locales_to_be_generated
with debconf-set-selections, the new value is never read because
locales.config rewrites locales_to_be_generated to languages
selected in /etc/locale.gen.
so using debconf is unuseful.

This is actually what the policy mandates, also known as "debconf is not
a registry". The locales package reads /etc/locale.gen and not the
debconf templates before asking the user so that changes to this
configuration files are not lost. If you want to automatically make
changes to the locales configuration, you have to modify /etc/locale.gen
before reconfiguring the package.
