Bug#619406: locale.gen: Please keep /etc/locale.gen in a canonical sorted order, to improve diffs

locale.gen has locales in arbitrary order, with some new locales added
at the bottom, some locales appearing at the top, and the rest in sorted
order. This makes it difficult to compare two different versions of
locale.gen, such as via etckeeper. In my case, this came up when
attempting to merge an old system's /etc into the /etc of its
replacement system; locale.gen had many changes to the ordering of
locales, but none of them had semantic significance. Please consider
sorting the locales in /etc/locale.gen. The exact sort order doesn't
matter, as long as it has some canonical ordering. (In particular, it
doesn't matter if the sort order puts enabled locales first/last or
sorts them together with disabled locales.)
