Bug#596695: locales: cannot setup locale

I'm using fresh Squeeze install from i386 netinst image. I chose "United
States" language and country "Belarus" during installation. Now I cannot change
my locale to ru_RU.UTF-8:
# dpkg-reconfigure locales
Generating locales (this might take a while)...
en_US.UTF-8... done
ru_RU.UTF-8... done
Generation complete.
*** update-locale: Error: LANGUAGE ("en_US:en") is not compatible with LANG
(ru_RU.UTF-8)
# cat /etc/default/locale
# File generated by update-locale
#LANG=ru_RU.UTF-8
LANGUAGE="en_US:en"
If I comment out LANGUAGE="en_US:en" in /etc/default/locale, everything works.
