manpages-dev added two more manpages than it was agreed (back in
February 2009), in a time bomb way:

  Package: manpages-dev
  Version: 3.25-1
  Replaces: glibc-doc (<< 2.11.2-3)

Thus the two packages are not co-installable anymore.
