Bug#578870: nscd: "/etc/init.d/ncsd reload" restarts the daemon

According to Policy 9.3.2:
/etc/init.d/package [...] should accept one argument, saying what to do:
[...]
reload
cause the configuration of the service to be reloaded WITHOUT ACTUALLY
STOPPING AND RESTARTING THE SERVICE,
(emphasis mine)
However, the nscd script will stop and restart nscd when called with
reload.
If nscd doesn't support reloading without being restarted, then the
"reload" action should be removed from the init script.
