Bug#574919: tzdata: in Kamchatka, Russia goverment change timezone settings from 2010.03.28.

Package: tzdata
Version: 2010e-1
Severity: critical
Justification: breaks the whole system

In Kamchatka, Russia, goverment change timzeone settings - now we have UTC+12 / UTC+13 summer;
from 2010.03.28 we will have UTC+11 / UTC+12 summer.
changes from winter to summer time will be the same as it was.

i don't now; whom should i send this info to change tzdata, so send it to bugs of debian.

the zone file named europe should be changed like this:

---------
# The Zone name should be Asia/Petropavlovsk-Kamchatski, but that's too long.
Zone Asia/Kamchatka     10:34:36 -      LMT     1922 Nov 10
                        11:00   -       PETT    1930 Jun 21 # P-K Time
                        12:00   Russia  PET%sT  1991 Mar 31 2:00s
                        11:00   Russia  PET%sT  1992 Jan 19 2:00s
                        12:00   Russia  PET%sT  2010 Mar 28 2:00s
                        11:00   Russia  PET%sT
