I do not see any call to dh_shlibdeps on the build,
http://www.emdebian.org/~zumbi/toolchain/trunk_unstable_i386/logs/i386-powerpc-4.3.log

As we are changing build system for cross tools, I should try newer
scripts sometime. I also have a look into the source.
