Bug#541725: eglibc: libc6-udeb is empty causing Debian installs to fail

In the latest upload the udebs for all architectures are empty.
This breaks installations at the partitioning stage and later
as symbols cannot be found:
md-devices: mdadm: relocation error: mdadm: symbol nftw64, version
  GLIBC_2.3.3 not defined in file libc.so.6 with link time reference
partman: pvscan: relocation error: pvscan: symbol alphasort64, version
  GLIBC_2.2 not defined in file libc.so.6 with link time reference
