This is a bug of the archive, the file is there but does not appear in
the Packages.gz file. It has been fixed on the main archive, but it may
take a few hours to propagate to all mirrors.

In the meanwhile, you can fetch and install it manually from:

http://volatile.debian.org/debian-volatile/pool/volatile/main/t/tzdata/tzdata-java_2009l-0lenny1.1_all.deb
