Bug#543219: libc6: Egypt's DST ended earlier this year.

Hi,

Egyptian DST info is not correct. The government decided to end DST earlier
this year because of Ramadan (Ended on 20.08.09).

Attached a patch that should fix that. Could have mistakes as I never edited such
files before ;-)
