Bug#543139: tzdata end of DST incorrect for CAIRO/EGYPT

The end of daylight savings time is incorrect for CAIRO/EGYPT.

I found the line (#280) in the source file within the tar.gz (/africa) that contains the problem:

Rule Egypt 2009 only - Sep lastThu 23:00s 0 -

This should be changed to:

Rule Egypt 2009 only - Aug 20 23:00s 0 -
Rule Egypt 2010 max - Sep lastThu 23:00s 0 -

The above two lines reflect the actual end of daylight savings this year and the probable end next year. Egypt changed the end of DST this year to happen just before the beginning of the Islamic Hijri month of Ramadan, which this year began on Saturday 22 August, the time shift occurred at midnight on Thursday 20/Friday 21 August and changed the clock back one hour to 23:00 Thursday 20 August. Next year the government will likely revert to their standard shift date which is at the end of September.

I am using Debian GNU/Linux 5.0.2, kernel 2.6.30-bpo.1-ixp4xx and libc6 2.7-18.
