I just got this while upgrading:
# aptitude
E: Couldn't configure pre-depend libc6-i386 for libc6-dev-i386, probably a dependency cycle.

Maybe a bug in dpkg?

I avoided it by uninstalling both packages and then installing the new versions instead of upgrading them.
