Bug#533067: libc6-dev-i386 broken?

In that case where are i386 libraries? libc6-dev-i386 contains only
headers, so all attempts to build anything fail due to missing
libc_nonshared.a, libc.so, libm.so, and others:

gwy:/# dpkg -L libc6-dev-i386
/.
/usr
/usr/share
/usr/share/doc
/usr/share/doc/libc6-dev-i386
/usr/share/doc/libc6-dev-i386/copyright
/usr/share/doc/libc6-dev-i386/changelog.Debian.gz
/usr/include
/usr/include/i486-linux-gnu
/usr/include/gnu
/usr/include/gnu/stubs-32.h
/usr/include/sys
/usr/include/sys/vm86.h
/usr/include/sys/elf.h

BTW, where is document saying that /emul is going away? I see this
question repeated multiple times (f.e. in lib32z1 report), but no
pointer to discussion or anything (and I cannot find anything on
debian-devel either).
					Thanks,
