Bug#505628: locales: please allow a minimal locales-base package

Hello,

while evaluating localepurge on the Openmoko FreeRunner [1], I
discovered that localepurge depends on locales, which requires quite a
lot of space:

  localepurge locales
0 upgraded, 2 newly installed, 0 to remove and 0 not upgraded.
Need to get 4529kB of archives.
After this operation, 12.2MB of additional disk space will be used.

On embedded devices like the Openmoko FreeRunner, every single MB
counts.  This is why it would be good to have a minimal locales-base
package localepurge can depend on.

FYI, I have not checked why localepurge needs locales.
