Some notes about this bug:
locales maintainer scripts already try to do the right thing,
they will delete all "unsupported" locales from locale.gen on
the way though.
If you add the unsupported locales to /usr/locale/share/i18n/SUPPORTED
as documented at the top of locale.gen the upgrades should work
correctly.
Maybe it would be better if the maintainer scripts printed a descriptive
warning if they drop a locale as unsupported.
