Bug#494313: tzdata: Please do not use hard links

Please do not use hard links. Users of (file-)systems without hard link
support, e. g. OpenAFS, cannot simply install this package with "aptitude".

The benefit of using hard links instad of symbolic links or copies of the
same files is quite marginal:

# tar xzf data.tar.gz
# du -ks usr/
5756    usr/

# zcat data.tar.gz | star -x -copyhardlinks
# du -ks usr/
7192    usr/

Compared to the - in the case of tzdata quite frequent - hassle of
installing a package with hard links, the saved diskspace of about
2,5 Mbyte is almost worth nothing.
