Upload of tzdata 2008e to etch-volatile and etch

Hi Stable Release Managers,

Once again we would like to update tzdata in etch, this time to version
2008e. It contains among minor changes, DST updates for:
- Argentina
- Brasil (#492801)
- Chile
- Cuba
- Iraq
- Mauritius
- Mongolia
- Morroco
- Pakistan
- Syria

It also defines a leap second for the end of 2008.

Is it ok to upload it to etch, and then etch-volatile?
