Ok, after some more investigation I have to say: nothing. I saw a build
failure of a package from experimental due to it
(http://experimental.debian.net/fetch.php?pkg=evas&arch=hppa&ver=0.9.9.042-2&stamp=1210204264&file=log&as=raw)
but the source seems to include sys/user.h without actually using it.

So the header is useless in its current form but that doesn't seems to
be really that important, I will downgrade this bug and file one against
evas to remove the include.
