Whether or not it should be, it currently is. For example, some
languages are translating "Atlantic" as "Atlantic Ocean", and some are
not.
This works well when what is meant is "Atlantic Ocean", but looks silly
when it is not. However, the current po-debconf setup makes it
impossible to have two meanings for "Atlantic".
