Because the program requests that. The glibc has no idea why the program
does such a request, it may has good reasons to do so and won't try to
create IPv6 connections later. Think to dig-like applications.

If somebody send us a working patch we will include it. Until now all
attempts failed, that is patches were breaking systems that won't need a
workaround.
