Bug#469194: tzdata: Chile delay in 3 weeks the daylight time transition

The Chilean goverment has altered the dates when the Daylight time will
end this year.
Daylight time will end three weeks later this year. Instead of being held
by Saturday 8, it will be by Saturday 29.
The Chilean Official Time site with instructions is the following:

SHOA is the a Navy Agency in charge of the Official Time (the people who
also run horaoficial.cl).
It says:
According to Supreme Decree No. 316 8 2008
A. In the continent and Chilean Antarctic (America/Santiago)
At 24:00 on Saturday, March 29, 2008. The time will be delayed in
one hour, becoming 23:00 of the same day.
B. In Easter Island and Isle Salas y Gomez (Pacific/Easter)
At 22:00 on Saturday, March 29, 2008. The time will be delayed in
one hour, becoming 21:00 the same day.
