Justification: renders package unusable

libc6 is version 2.3.6.ds1-13etch4 while libc6-dev is version 
2.3.6.ds1-13etch5. Therefore libc6-dev is not possible to install using 
apt-get. I only use stable repository.

You have to upgrade to libc6 version 2.3.6.ds1-13etch5 first, which
should be available on the same repository as libc6-dev version
2.3.6.ds1-13etch5.
