Bug#453613: locales: Minor typo in NEWS.Debian

The 2.7.2 entry in NEWS.Debian mentions "no_NB" as the new locale for
Norwegian Bokmål while it is of course nb_NO.
The maintainer scripts do The Right Thing, so that error is only present in
NEWS.Debian, indeed.
