Bug#415007: tzdata: DST date changes for America/Grand_Turk are incorrect

In the Turks & Caicos Islands (America/Grand_Turk) the daylight saving
dates for time changes have been adjusted to match the recent U.S. change of
dates.

This is not reflected in the version of tzdata currently installed, and
therefore the ssystem time is shown incorrectly at present.
