timezone is 0 minutes east of UTC
DST wasn't in effect.

Between 1968 and 1971, the United Kingdom used the GMT+1 time all year.

They must have been mad :) So should tm_isdst == 1 for that period
instead of 0? (I'll take no reply as a no, and no offence taken)
