For some years, no_NO is a deprecated locale. You should use nb_NO
instead which replaces no_NO, but which is also up to date. Note that
debian-installer now gives the choice between nb_NO and nn_NO, but does
not propose no_NO anymore.

We will put a message in NEWS.Debian to inform users about the change in
the next version.
