  There is a /usr/share/bug/locales/presubj to explain that, and a
NEWS.Debian or a README.Debian, so I feel like closing the bug without
more ado appropriate. The reporter used reportbug, hence saw that, and
didn't read. Not my fault.

  I know there are issues for people that don't have etch sources in
their autobuilder/chroot/whatever. Though adding etch sources will allow
you to build packages. You also can use my setup to inject a directory
of .debs as usable debs (see http://madism.org/~madcoder/dotfiles/ the
pbuilder ones) and just drop working locales and so on in there, it
should just work).
