Bug#441975: cannot upgrade libc6-2.6.1-3 if libc6-i686 is installed

I can reproduce with version 2.6.1-2 and testing.

I have no /lib/tls nor any /lib/tls.* .
I for sure never removed them, so I have not enough knowledge to understand 
what I should have.
