According to the Single UNIX v2 spec, the hour offset in the TZ
environment variable can range from 0 to 24, but the date command treats
TZ=xxx+24 the same as TZ=xxx+23 (and treats TZ=xxx-24 the same as
TZ=xxx-23).

By the way, the Solaris date command imposes no restrictions on the
magnitude of the hour offset--it's not even limited to two digits.  For
example:

% date -u
Sat Mar 10 01:10:00 GMT 2001
% env TZ=xxx+99999 date 
Thu Oct 12 10:10:05 xxx 1989
