Bug#409275: posixrules missing from tzdata

There is no /usr/share/zoneinfo/posixrules file which is needed for
the upcomming DST changes. Any timezones without a correspoding
zoneinfo file, such as AST4ADT, will get a DST change over on the
standard date this year, instead of the new one. The posixrules file
supplied with Sarge contains this information.
