libc6 doesn't compile: missing directory

Using debian testing,

apt-get source libc6
cd glibc-2.3.6.ds1
debian/rules build

fails because the directory build-tree/glibc-2.3.6/manual
is missing. The compile is aborted with errors because
of this. I saw that the manual is moved to glibc-doc-reference,
but that shouldn't make it impossible to compile glibc.
