You mean that every dist which wants to support arches not in core glibc
have to produce "releases" of the ports themself?

Well, I'd guess from Uli's release announcement that someone else is welcome to make a release of the ports tarball, but that none of them are interested in doing it.  All you'd need is upload rights to ftp.gnu.org
