Bug#386524: New locales package drop /etc/environment and create /etc/defaul/locale without LANGUAGE variable

Package: locales
Version: 2.3.6.ds1-4
Severity: normal

I have updated locales package from 2.3.6-15 to 2.3.6.ds1-4 and this
drop /etc/environment file and create /etc/default/locale file. Is
that right? I have some personal programs that use /etc/environment, I
will updated its, but can exists others programs that use yet
/etc/environment.

Before, to solve some problems, like as /etc/init.d/gdm, I have
created a symlink ln -s /etc/enviroment /etc/default/enviroment, which
did contain LANGUAGE variable and now /etc/default/locale does not
contain this. The /etc/default/locale would have to contain variable
LANGUAGE?

Sugest: /etc/default/locale would hava contain variable LANGUAGE and
/etc/environment would be a symlink to /etc/default/locale.
