I can confirm this problem, also based on a different base locale:

Generating locales (this might take a while)...
  de_DE.ISO-8859-1.../usr/share/i18n/locales/iso14651_t1:264: LC_COLLATE: syntax error
/usr/share/i18n/locales/iso14651_t1:266: LC_COLLATE: syntax error
[..]
[then the process hangs]

finlandia!joey(tty6):~/Projects/freeX/Perl-12.smtp> apt-cache show locales

Version: 2.3.6-1

Depends: glibc-2.3.5-3, debconf | debconf-2.0
[..]

I can also confirm that the problem goes away with glibc 2.3.6-1*.

So there's at least a wrong dependency in the locales package.
