As far as I can tell was this bug closed by Phil Blundell in the last glibc 
(2.3.5-10) upload:

   * Merge patch from upstream CVS (courtesy Ulrich Drepper) to fix
     strfry() crash.  (Closes: #343365)

#343365 talks about strfry (which I presume uses initstate_r) and was merged 
with #323811, therefore I presume (again) that these patches from Ulrich fix 
the initstate_r stuff.
