Bug#383903: locales-all_2.3.6.ds1-2_i386.deb 404 Not Found

My nightly apt-get update && upgrade script wants to get this version of
locales but repeatedly fails with the following error:

I've manually checked several mirrors and that file does not seem to
exist on any of them.  Manually running apt-get update && upgrade
produces the same error.  I believe this has been an issue since the
night of 8/17.
