Bug#377048: locales: Locales fails to correctly set locale.

Hello all,
I recentyl encourted a issue with locales. The following happend.
1- I Invoked dpkg-reconfigure locales
2- chose the genereate all locales
3- chose the en_US.ISO-8859-15
4- After the generation was done, I invoked 'locale', this didn't
display
en_US.ISO-8859-15
5- I inovked env | grep LANG, this also didn't show en_US.ISO-8859-15.
6- I invoked: cat /etc/default/locale LANG=en_US.ISO-8859-15 seems to
appear
7- I logged in and out, no change when repeating step 4 and 5.
- I invoked cat /etc/environment | grep LANG, this showed my previous
LANG setting, LANG="en_US.UTF-8".
- When I export LC_ALL=en_US.ISO-8859-15, all is ok, until the next
login.

locales recommends no packages.
