Bug#375051: EST5 Problem In libc6: /usr/sbin/tzconfig

Sarge's /usr/sbin/tzconfig program does not allow the user to set the time 
zone to EST5; instead it behaves as if the user had selected EST5EDT.  Below 
is an example script showing this error.  This server is running 
kernel-image-2.6.8-3-686.
