Bug#372762: linux-kernel-headers: missing #ifdef __KERNEL__ in /usr/include/linux/input.h

kernel_ulong_t is defined in /usr/include/linux/input.h only if
__KERNEL__ is defined, so input_device_id should be only defined under
the same conditions. this patch fixes the problem:
