I'm not sure what happened, but I noticed that $LC_* were set to
POSIX. Upon executing 'dpkg-reconfigure locales', I found that the
default locale was set to 'None', instead of the 'en_US.UTF-8' that I
had set it to.

Agreed, this is a display manager issue.  It should be fixed now, so
I am closing this bug report.  If you have still trouble, please reopen
it and explain how you launch an X session.
