Bug#367145: tzconfig: should not pay attentiont to umask when it creates /etc/localtime

I just noticed that /etc/localtime was created with mode 0600,
because my root has umask 077. I don't think there's a point in
/etc/localtime being anything but 0644, so maybe tzconfig could set
the mode explicitly?

I am on a plane, so I cannot check if this has been reported
already. Sorry.
