It seems that by setting timezone to Europe/Tallinn (Estonia) in /etc/tzconfig, the
system refuses to handle daylight savings correctly. DS should be identical
to Europe/Helsinki (Finland) AFAIK.

It might be that as Estonia dropped the daylight savings policy for about a
year (and returned to it just recently), the libc6 package that handles tz
info (according to
http://www.debian.org/doc/manuals/system-administrator/ch-sysadmin-time.html#s-tzconfig)
needs to be updated?
