Bug#356341: dist-upgrade from sarge to testing

Package: locales
Version: 2.3.2.ds1-22

- new installation Sarge mininmal-install -> no choose in base-config -> ok
- after installation i have edit the sources.list -> s/stable/testing/
- apt-get dist-upgrade

Error-Msg by typing: apt-get install locales
