heavily rely on the ability to do unattended installs of debian and as
of recent the locales package has started prompting, which causes my
build process to hang indefinetly. I have always relied on the
non-interactive settings of debconf to solve this and now it seems the
package is ignoring that.

I agree with Steve's opinion - it should be worked nicely when debconf
is correctly used. I close this report. However, Rick, if you think
it still has problem, please explain more to us, and reopen this
report again.
