Bug#6798: marked as done (hosts.equiv netgroup support seems to have quit working)

My /etc/hosts.equiv file has the single entry

+@equiv

which used to work fine (not sure quite when it stopped working since
I am primarily an ssh user).  Now it completely ignores it.
